Basically, the title, but I will add context as to why I am asking.

I have played through the entire game, I am on the final mission. I was never alerted to Testy Festy, or directed to the quest giver. In the past few days, two of my friends started the game, and invited me to co-op. Both of them, independently, with no knowledge of one another, ran to the quest in Fall’s End (I think that is where you are suggested to start), cleared that, then did the Widowmaker quest, then the quest for the plane, Tulip, I think. Yeah, two different friends did those quests, in that order. Anyway, during both of those runs, they got a way point with a star to talk to the cook. Well, I never got that. So, I was never directed to that quest. Then, after my game with the second friend, wanting the shirt, I fast traveled to Fall’s End. The star way point then appeared over the cook’s head only as I walked into the doorway of the kitchen. Did I just experience a weird hiccup, or was that how both of my friends stumbled on the quest, too, they happened into the kitchen and I did not?
