So I've often been told I have a thing for overanalyzing things and gathering way too much detail. Turns out, that's a good thing, so I'd like to take a look into how long the Far Cry 2 government of the UAC would last after the game concludes. Hopefully, I'll also do this for later installments. This will first look at how the country functions as depicted ingame, then using these details to predict what the government would be like following the aftermath of the game
Dont Want to Read Edition: Three years, this is actually said by the game. This is caused by no access to essential materials like food or water, no economic stability, lack of proper military forces, and the government's genuine disinterest in actually making laws or governning their people.
- State of the UAC Post-Game (2008)
First I would like to point out some of this will have to rely on speculation since there's very few civilians left in the UAC by the time the player shows up.
Economy & Labor: The UAC is extremely poverty-stricken nation, as evident by being littered with scrap metal houses, aging and antique vehicles, and a lack of legitimate businesses that aren't gas stations, gun stores, and questionably qualified doctors. A number of locations do exist that were ounce civilian places of work, such as lumber yards, groups of stalls resembling marketplaces, mines, oil facilities, trainyards, fishing piers, taxi services, and farmland, however these are all abandoned and mostly used as military outposts now, additionally they are left in a state of disrepair ranging from mild to basically destroyed. Something else worth noting is that although there is a legitimate currency, it is completely disregarded due to inflation, with diamonds most likely mined under illegal conditions taking place of the currency. A final point is that the UAC has almost no way of commerce, since the country is landlocked and the only way in is an airport and a few border checkpoints. The only company still proven to be operating is the Occidental Growers Company, even this is most likely also out of business since the player kills their security, and the destruction of both their irrigation and pesticide systems. A verdict here is that civilians of the country would be poor, if employed at all, and no legitimate method or banking exists in the country and is unlikely to improve soon.
Government: The current government of the UAC is best described as non existent. Neither of the two warring factions, the APR (Alliance for Popular Resistance) and UFLL (United Front for Liberation and Labor) have a recognized military or legal hold over the country at all, and are simply two factions formed to take it over. The Cab Driver in the beginning of the game enforces this idea, as he comments negatively about both the UFLL radio and APR checkpoint. Another idea of a complete lack of government is no immigration control, with all of the possible player characters from various areas in the world (U.S, China, Albania, Algeria, ect) getting into the country, and several mercenaries with accents ranging from Russian, English, Australian, and Burmese.
Very little is known about any previous political institutions within the country. Three Important Official UAC leaders are mentioned, previously having a president who was assassinated, and having a King and Prince before that. However the remains of the royal family are corrupt and involved in illegal businesses, with the Prince hiring the player as a mercenary to kill the King, and the King being involved in pitting the APR and UFLL against each other with the promise of gold, causing the infrastructure of the country that existed to be destroyed and worsened.
The lack of infrastructure as mentioned is borderline depressing, with very few civilian installations existing in the entire country. A singular hospital exists in Port Selao, a school is mentioned that is now being used to produce bombs, one prison exists in the northern province but it's a former slave fort and the use of torture is extremely evident here, and there is very few if any paved roads in the country, with almost all of the roadways being dirt roads and some of them flooded. Literally no evidence of a police force, local or federal, is present anywhere. A police station and police chief are mentioned, however the police chief is killed by the player and the police station is entirely inhabited by UFLL forces, since the chief was a UFLL sympathizer,
Since the country is an obvious shithole, we have to recognize the existing powers as the government powers. The UFLL and APR are the closest thing to a government that exists. Neither of them are particularly invested in forming a government, instead driving almost every civilian out of the country by burning farmland and kicking people out of their houses and businesses to house the APR and UFLL soldiers and their own illegal business. Much of the destroyed infrastructure is a result of the two factions with no intent to repair the damage done, and the two sides have no political allies or even suppliers, choosing to get their firearms from illegal dealers like the Jackal. A verdict here is that there is no standing government, and none of the groups involved in the conflict are able to produce a proper government or set of laws in the time required to rule the country.
Human Rights: Not much can be judged on human rights due to basically the only people in the country being soldiers. However, some civilians still exist. For instance, unarmed civilians that are attempting to flee the country are being shot at and attacked by the factions during the missions, showing no care for the death of innocent people. Another one is that although a "prison" is in place, there is no mention of a court or judicial system, possibly implying that there is no traditional judicial system, and you are simply arrested and sent to prison. A number of obvious human rights violations are also in the prison as the use of torture is evident, with blood everywhere, with the prison conditions itself being one with dirt floors and basically piles of hay to sleep on. They also try to censor media, as propaganda is heard on radios, and the journalist, Ruben, is harassed by forces and have his audio tapes involving interviews with The Jackal stolen from him. As I pointed out earlier, they also abduct people who prove as an issue to them (the Buddies of the player can be found being held hostage), and forcing people to work at gunpoint (the Shop Teacher being forced to make bombs). What can be seen here is that there is a complete disregard for human rights and no peacekeepers to protect rights, resulting in constant and expected rights violations, no penalties for violating human rights, and highly unlikely for conditions to improve.
Military: Perhaps the only thing that the factions have going for them in military power. Both the APR and UFLL are paramilitary factions with no civilian ranks such as interpreters, translators, engineers, doctors, humanitarian workers, or anything else. Now on the surface the militaries of the two groups appear to be decently functional and hold a strong power in the area, however under further examination this almost completely falls apart due to unethical practices.
The first and most obvious note is that both the APR and UFLL are horribly equipped for war. Their weapons are decades old, rusted, and grossly underpowered for use in a realistic military situation. These are fine if your enemy also has ethe same junk that you do, but against a 1st world country or a nation that manufactures it's own weapons, such as South Africa. A country like South Africa, which designs and produces a large amount of it's firearms, vehicles, and even unmanned vehicles would be able to easily win a war against both the UFLL and APR. In a similar situation to the guns, both factions are poorly equipped with trashy vehicles stolen from civilians, looking like old Ford Fiestas and Jeep Wranglers with machine guns. The military vehicles they do have are dozens of years old at best. The lack of engineers or mechanics in their ranks is also evident, as in both the APR and UFLL starts of the game they can't figure out how to fix a car without help of the player. A final mention to their equipment is the fact that there's no farmland or water purification still properly in use in the country, meaning that they have to be importing most if not all of their rations.
A wide majority of their military forces aren't even supporters of the war, much rather mercenaries. Both side use a large amount of mercenaries to fill in it's ranks, which means that even if one side were to win they would have less than 50% of those soldiers actually agreeing to integrate into police, or national military rankings in the new country. Verdict here is that the military forces, although existent, are almost completely hated by the remaining civilian population and would be unable to enforce order across the entire portion with the soldiers, supplies, and support they have.
I was going to add a segment on civilian availability to essential resources like food, water, and building materials but the other paragraphs here have made it abundantly obvious that there's little to no availability to these resources at all, only those with connections can get it, and other materials like medicine can only be acquired through illegal organizations.
How Long would the UAC Government Last? Three Years.
This fact is actually mentioned at the end of the game that the APR-UFLL combined government collapsed and fell into anarchy Three years after the events of the game (roughly 2011). This saved me a lot of time trying to come up with an estimate, however I will still give an explanation as to why.
First is economic stability, which... yeah doesn't exist here. Based on the amount of jobplaces and the amount of houses, a majority of the country would be unemployed and wanting change and more jobs, but the APR-UFLL would be unable to achieve that since they are only good and breaking, destroying, bombing, and burning things, and they have a complete lack of civilian relations necessary to establish new infrastructure to produce jobs.
Next is the government, which is said to be the APR and UFLL combining into one faction and controlling the country. This was a pipedream at best and a fucking stupid idea at worst, these groups have hated each other for three governments (King's Government, President's Government, No Government), and them just getting along and being one isn't ever gonna happen. From the basis of their organizations, operations, and names, the United Front for Liberation and Labor is a communist group, and the Alliance for Popular Rebellion is an unplanned military group designed for basically no reason other than to fight off the UFLL and make money.
I don't even think I have to discuss how bad the human rights here are again, but since there's absolutely nobody to enforce the human rights violations or bring anyone to justice for committing them, they are going to continue and worsen, only making the government itself look bad and other governments unlikely to deal with them or assist them,
The military, as stated, is largely comprised of mercenaries. Once the civil war is over, they aren't going to join a national military or local police force, they're going to go back to wherever they are from and start looking for their next contract. Either that or they will be hired by local criminal factions or forming businesses for security. If that does happen, they will create a country where almost every person has a gun and a security force, none of which are affiliated with the military or government anymore. This is much like Somalia today where the streets are full of bodyguards, mercenaries, and firearms, and it is genuinely dangerous due to a lack of control over it (Publicly carrying firearms is now illegal in the capital of Somalia, since Somalia recovered from anarchy, the UAC probably cant). The military forces that they do have are not properly equipped to fight off internal or external threats.
And, as mentioned, civilian resources are completely fucked. Their houses have been broken into, shot at, burned, crashed into, bombed, and lived in by dirty soldiers and mercenaries, as well as wild animals who'd rather sleep on a bed and with protection from rain and other elements. Some people may return to their house, but the rest of them are going to end up homeless if they return home at all. Those who come back are going to face famine, lack of drinking water, lack of building materials, close to no availability to medicine or medical care, unemployment, and poverty.
Ultimately, all of these factors combined are going to give people a reason to never stop fighting over what is left, leaving the UAC prepared with nothing other than guns, which leaves them prepared for nothing other than conflict and civil war. This is referenced by the pirates in Far Cry 3, who through background dialogue can be heard discussing that Blood Diamonds are still regularly smuggled out of the UAC, insisting no government was ever reformed and an official currency never came about.
If you enjoyed reading this... well then good. I don't really know what I was gonna say after that. Like I said earlier, hopefully I'll analyze the other aftermath governments of the other games (The Rakyat ruling Rook Islands, Golden Path taking control of Kyrat, ect)
