Do wands and staffs have to be made a certain way to be able to cast magic?

I’m working on a dark fantasy novel where it’s the aftermath of when the previous “villain” had already won and killed the previous hero and cast the world into darkness and decay. So it’s sort of like a post apocalyptic fantasy. And in my story I’ve been toying with the idea of having a wizard who’s gone insane (more of a chaotic neutral type character) and he uses the bones from a random corpse he found as a wand or staff with like a crystal or gemstone attached to the end. But I’ve been thinking and I can’t really decide if that would make sense or not. Because in certain stories I’ve read, you have to craft a wand/staff in a special way for it to be able to assist in casting spells. I was wondering if that was a universal thing or if It really mattered. Any feedback?
