Need help with creating a city

I'm in the process of making a city in my D&D game. The game is not set on any of the established D&D worlds (Faerûn , Eberron, etc.) and is on a fantasy world entirely of my own creation based partly off of Tolkien's Middle Earth and WoW's Azeroth. Anyways, I'm making a large hub city by the name of Amam, located in a large stretch of arid, badland terrain, kind of like how Vegas is located in the middle of a desert, and I sort of want it to also have that "Sin City" feel. It's far enough away from any of the Empire's main political centers yet its located at an important oasis where all trade caravans crisscrossing the badlands would make a stop here, making it an important trading hub. I've planned for the overall feel of the city to have a very steampunk flair (gears, cogs, steam engines, trains, blimps, etc.) while on the magical side, due to how everyone is in the practice of making deals, it is a city dominated by covens of warlocks serving a small collection of various patrons.

The part where I need some additional creative aid is in coming up with the main powers within this city. I've planned for the city to have a total of 13 major powers, comprised of the Seven Merchant Princes, each of whom deals in one specific type of important trade good (armament, slaves, beasts, valuable items, clockwork constructs, etc.); and the Six Coven Majora, each of which is a gathering of warlocks in service to the same patron (one could be conducting deals with with an Ancient Dragon, another is employed by an Arch Fae, yet another is in service to a Celestial Paragon, etc.). Again, these are the MAJOR powers, I'll be making up minor powers basically on the fly as the game progresses, though of course if I see anything cool that people comes up with I'd include them as well.

I've basically exhausted my creative juices for the moment and would like some aid, any aid, in refueling so feel free to bombard me with ideas. Nothing will be considered a bad idea and you don't have to give me a complete faction with everything accounted for (you can if you want, and I'd be very grateful) as I'd likely be combining several ideas together into factions that fits the feel of my world. Also, feel free to ask any questions involving my world, this particular city, and the rules in my game.
