How are position ranks calculated in ESPN fantasy basketball?

Ive been playing for many years but have never figured this out. Right now There is a free agent center I could grab, his position rank is 6. That seems really good but there is another player at position rank 22 that actually averages more points and has a higher usage rating, so how is position rank calculated? Is it just the actual number of points the player makes for his team? Or is it based off the specific scoring rules we have in my particular league? Does it take into account everything like assists and blocks?
