I’m running a fans made D&D jojo campaign and I’m trying to make a final boss stand which manipulates the perception of time of people with in a certain area

Power: A. Speed: A. Range: D. Durability: B. Precision: A. Potential: A.

Ability:

Area of control: the stand emits a area of effect 15ft in all directions

Slow down: the perception of all in the area other than the stand user, making it harder for affected to dodge attacks. (Very similar to the what giorno did to buteratti)

Speed up: the user speeds up own perception of time making it easier for user to react and dodge attacks.

Complete stop: canceling other active abilities the user is able to completely able to stop ones perceptions time to stop. The affected will be “stuck” in time for about 6 seconds. Once the time is up the affected snap backs to the correct time. Stops time for a single target.(I think it would be cool if the players could move in this “stopped time”) and

I think this stand will allow for a fun final boss fight.
