What is the deal with Bill Calhoun ?

Like what purpose does he serve besides a footnote in the myths of the Legion? Story wise, is he meant to complete a triumvirate? Caesar and Joshua are two of the greatest characters in the entire universe and then he’s just kinda there ? Did he do more but Caesar rewrote him out of history? Does he hide away in shame at how powerful the legion has gotten or is he dead?
