Ever find yourself designing a small sub-factory that needs some lubricant or rocket fuel, and you just don't want to deal with a complicated Advanced Oil Processing setup/hub? Something you could just just plop down locally somewhere and get what you need without any fuss?
I found that Coal Liquefaction produces so little petroleum, it's quite easy to recycle it into solid fuel for the steam required for the liquefaction, and any excess can be burned without any big arrays of steam boilers with passive beacons
