People need to stop being so attached to their cars. Use buses and trains where available. Encourage your city to provide adequate alternatives to single use vehicles. The majority of traffic problems occur because individuals decide to drive themselves to and from work. If your city doesn’t provide links from suburban areas to commute in from things other than cars. Then your city is inadequately tackling transport issues
Trains can go everywhere you build them. A city should provide links to central hubs from suburban areas where high amounts of commuters are. From there a metro system, tram or even bus should be adequate. If your city doesn’t provide that then it’s not fit for purpose. These are the most cost effective an environmentally reasonable solutions to traffic demands. But people and some cities don’t encourage that

A tram system. Bike. Encourage more people to take buses. If your city doesn’t encourage or provide such means of transportation then it’s inadequate
