Recipient read message, but message shows as not delivered

As the title says, I’ve sent a message to someone, he has read it (confirmed via external communication), but the message still shows as not delivered. Is this a glitch? In addition, the last status shows as “last seen x hours ago”, which was not updated when the recipient read the message.
