Our Facebook business Page is not allowing myself to be added as an editor or moderator. Admin has tries several times but Facebook will not allow it. What can be done to solve this?

I am trying to be added to our business page as an editor or moderator. The admin has tried several times to add me with no success. When she tries to add me, it says problem adding as editor or it will say add is pending but nothing on my end. I’ve tried adjusting several of my privacy settings but no luck. What could be the issue?
