Victim of abuse recently died and abusive bf is posting to her feed. Does Facebook offer exceptions to override wishes and delete account or hand it over to next of kin?

A friend of mine recently passed away under suspicious circumstances. Her boyfriend is abusive and is posting things on her Facebook feed.

The family is afraid to report the account as memorial for fear that it will be locked out still allowing posts or handed over to her abusive boyfriend if he is her legacy.

Is there a way to get an exception to delete the account or hand it over to her next of kin? Any contact method to explore this?
