How come I Can't see others friends lists on Facebook when I first make account

I don't understand this at all. How come every time when I first make a Facebook account I can't see other people's friends lists. I have made a brand new account a few times over the last year and this always happens. I vaguely remember that after a few days or a week it might finally show other people's friends lists. What I don't get is why is this happening first thing after making an account, this never happened years ago to me.

Is this a new Facebook rule now? That when you make a new account you can't see other people's friends list for a few days?
