Well firstly It depends what you're asking here. Do you mean, why are some people carrying more fat than others? Answer to that comes down to simply consuming more calories than they expend. Not everyone expends the same amount of calories as all bodies are different. However, 2 people at the same height, same age and same activity level will likely expend roughly the same amount of energy as each other. On a genetic level, people store their fat differently, which can visually make someone look bigger (fatter) than someone else at the same weight.
There would be some difference yes. Undoubtly. Some people would be a little overweight, some would be a little underweight. However we would all be fairly close on the BMI scale. Genetics can determine slight deviations in basal metabolic rate but nothing particularly substantial. It's only really metabolic disorders where people can fly off the scale, things like sceliacs disease.

I'm not a dietician and I can't claim to know everyone's metabolic function on a scientific level so take my comment with a grain of salt. But from what I've seen, the evidence always points to the individuals diet, rather than their genetics/metabolism. There's been some great shows on it here in the UK, one called 'secret eaters'. This mainly focused on overweight people but it's the exact same principle, their metabolism isn't magically slower, the super slim people don't eat more either. Another great show is 'supersize vs superskinny'. That show had many many seasons. Never once was someone's metabolism to blame for their weight. I reccomened giving them a watch.
