ELI5: Why does my city have a fully functional city-wide fiber network but it's only available for businesses, not households?

I'm from Buffalo and our only choice for residential high speed internet is pretty much Time Warner Cable. When I was wishing for the city to have a higher speed option (like Chattanooga or Google Fiber) I found out that we already had a high speed fiber network in the city, Fibertech, but it's only available for big businesses and organizations. Fibertech actually spans across cities all over the Northeast including Ohio, New York, Connecticut, Delaware, Maryland, New Jersey and Rhode Island. Why can't this/isn't this sort of network available for residential use, especially since it's so large? I can't seem to find an understandable answer to this!
