If two devices, one victim one malicious are both connected to the same network, can the malicious device see what is saved on the victim’s device? Or is the risk only with respect to what is sent/received over the network?

Edit: thanks for all the great answers! I continue to use a VPN if I do anything with a username/pwd but it sounds like for bs like games and youtube , I’d be ok to get the faster speeds without having the VPN on
