1) Steady supply

2) Steady repayment of debt on government bonds and other obligations

3) Widespread use

Ideally you'll want all three but at least any two.

You can for example create a lot of new money if debts are paid on time and a lot of people use your money. That's how the Dollar is kept strong for example.
