Snowden was just an analyst. These people are the ones who created some of the systems. They were whistleblowers in early 2000s before Snowden.

Also history lessons from 1945-75. Look into Projects Minaret, Shamrock and Senator Church Committee in 1975. Nothing is is new, just people forget and tech has changed.
