Eli5 How does light night find the quickest path to the ground?

Like how accurate is that statement? If I had one material that was super conductive that went sideways for miles never touching the ground, and then I had one that was slightly less conductive but went straight down into the ground, would it still take the one that is fastest? And if so how would it know?
