ELI5: Why is windows so bad at estimating file transfer time?

Sitting here watching it copy 110gb to an external disk. Halfway through, it says 30 minutes, than jumps to 10 hours, than 2 hours, 4 hours, etc. From experience on this machine, 3 hours is about right.
I could see it jumping around in the first few minutes. But you'd think once it got halfway through and could see 50%=1.5 hours it would be getting closer... why is it being too clever for the dumb answer? This is Windows 7 for god sake why can't it multiply?
