what year defined the change in the borg?

I realize there may not be a defining moment (although there may be one for us personally) and that the change into what the organization is today has been shifting overtime but what year(s) would you say was the beginning of the real shift? I keep reading "this ain't yo grandma's truth". I left officially in 2010 but first long departure was 1996. So for me it's hard to recognize where things shifted but hearing about the videos (televangelism) seems to be to be part of the great shift.
