Help needed - CSA research. WT blaming elders for CSA? WT resisting ARC? Destroying documents? CSA policy changes? etc.

1.Has Watchtower ever thrown elders under the bus in courts? E.g. Blamed them for a CSA outcome when the elders were merely carrying out HQ directions? I've seen one passing mention in a news article - was wondering if there are solid cases of this.

2.Did Watchtower try to get exemption from the ARC or disobey the superior authorities in any significant way where ARC was concerned? (like they're now doing with the NZ Royal Commission in terms of seeking exemption).

3.What proof is there of elders destroying records? I have seen the video of record management and one anonymous elder confession on a radio show - does any other testimonies exist?

4.Is it that they've destroyed the records before making some of the policy changes (e.g. Elders may report CSA if they think the child is still in danger, etc, etc. per the Scriptural Position on Child Protection)?

I'm researching CSA at the moment for a convo with a PIMI - we're having discussions to ascertain the truth of how CSA is handled. He's open-minded (we've been discussing news articles, etc). If you can answer any of the above and link me to good sources, please do.
