I assumed it means modesty but guess not. It could also mean where the founder is donating aka anti-lgbt, pro-choice, Republicans etc. Or a place with hiring practices that are discriminatory such as preferring Christians, straight, not covering birth control, firing women pregnant out of marriage, not hiring unmarried mothers etc.
It's usually a place for religious nuts to toot their horn and market, support certain agendas or have the freedom to discriminate.
