Hybrid License for new Exchange 2016 server when one already exists.

I have an existing Exchange 2016 server that has our hybrid license, that is being decommissioned.

Having spun up a new unlicensed 2016 server to take on the role of the old server, I am finding that the Wizard doesn't give me the option to apply a license. It just detects the old server as the ideal server, then allows me to select the new one.

Do I need to remove the old Exchange installation from the system before I can license the new one? Did they change how Server 2016 receives Hybrid licenses?

Support hasn't been very helpful, hoping the community knows. Thanks for your time.
