User receiving calendar resource policy emails

I have one user (the pickiest user of all) who receives emails explaining an exchange resource requires your approval

“This request was forwarded to you for approval because the organizer doesn't have permission to book this resource.”

I checked all my resource properties in O365 exchange, this user is not even a delegate on any company resources.

How do I resolve this issue? Any advice would be appreciated. There wasn’t much to find online. Thank you! More importantly, how do I prevent this user from receiving these? I’m not aware of anyone else in 230 users.
