Evaluate Data Based on Last Two non-null rows in a column?

Hi all,

I'm pulling data from an SQL DB into excel and using PowerQuery to get it all organized.

The data is analytical laboratory results for four different analytes, collected from ~ 20 monitoring locations. In order for a monitoring location to "Pass", results from the two most recent sampling events must show non-detection for all four analytes. I used a column pivot so that each monitoring location has it's own column, and the data is sorted by sample date.

I'm having a hard time figuring out how I can organize the data, and set up a function that will look only at the last "non-null" records (when sorted by sample data) and compare the last (most recent) two non-null values for each analyte to set conditional formatting or a function to show when a monitoring location has "Passed".

Any tips on how excel can be used to only look at the two newest, non-null data points?
