Can you SUM a column's values based on ">" subtraction from another column?

I keep trying every IF, SUMIF, or SUMIFS variation and nothing seems to be working. I can't tell if what I'm doing is maybe asking too much of Excel.

In cell I44, I want to be able to SUM everything in Column I, but only if the corresponding values in Column C minus a value of 5, are greater than zero within Column I. The total should be 19.738, because it should only be totaling cells I9 and I11. (I hope I have that worded correctly.)

Does anyone know how to do this if it's possible? Here's a screenshot to reference from.
