How do I freeze a specific set (or “array”) of cells?

Freezing specific cells?
Is it possible to freeze just a specific set of cells?
For example: I want to freeze I1:S17
Freezing a row also includes the data to the left of I, which I do not want to freeze. I have data that on the left of the spreadsheet that is regularly added to and the right side of the sheet tracks that data.
Naturally, the right side of the sheet will not move very much, so scrolling up to the top every time can be annoying.
