COUNTIFS not working

So I'm tracking "Yes, No, Blank, N/A" by day in Table1

And I'm tracking "Deployed, In Inventory, N/A" by day in another Table2

Where I'm having the issue is a COUNTIFS where 12/07 table1 "N/A",12/07 Table2 "Deployed"

It's giving me a count where both are equaling "N/A" which means it's performing an 'OR' for some reason???

I created a pivot for that day to verify and there are zero count that matches my condition so why is it doing this?

*I have data across 3 weeks and all the other COUNTIFS appear to be working, it's just the row where I want "N/A" from Table1 and "Deployed" from Table2 that's not working.
