Returning a cell value based on multiple criteria

In this example, I have two different data sets. Dataset A has the month and salesman listed. Dataset B has salesman, the month and and it is also showing "Expert" level only. I want to be able to return a value in Dataset A that will show the sales level for a specific salesman in that month - if the salesman in Database A is in Database B as "Expert" for that same month, I want to return "Expert" in Database A. If they are not listed as an "Expert" for that month in Database B, I'd want it to return "Base."

I've tried several formulas with nested IF statements but I cannot figure out how to set this up correctly.
