Is it possible to create a lonk between a cell in excel and a specific page in a pdf?

I need to link a specific cell in excel to a specific page in a pdf so that if users click the cell in the excel they are directly navigated to that specific page in the Pdf. I used to hyperlink and tried to specify something like /path-to-file/test.pdf#page=5. This opens up the pdf file but doesn't navigate to the specific page.

Also, I managed to do this using VBA. That wasn't very convenient and requires macros like Internet Explorer.

Is there a way to link a cell in excel and a page in pdf? That works without relying on specific macros or apps like Internet Explorer or Adobe reader. Because i don't know what application the user gonna use to view the pdf (could be an Internet Explorer or a Adobe reader or a very basic free pdf. Viewer).
