Help Conditional format cells in a specific order with date zeroing

Hey all, like the title says, I'm trying to conditionally format some cells in a specific order, and they aren't all in the same line. Based on the image in question, all of the lines will be pulling their made/not made info from cell I 47. From there the order goes as follows, J31, J47, K31, K47, K60, L31, L47, M31, M47, M60, N31, N47, O31, O47, P31, P47. Good will be formatted green, bad will be formatted red. Past Today() any figures will be = 0.

This is all laid out in the image and they cells are highlighted.
