Conditional formating with number zeroing when past date

Hi, I'm looking for help with a conditional formula with two colors in a made/not made format. So if the value in each of the individual cells is less than a total count then will be green, and if more, then red. The caveat being that if the data un a cell is past today's date, then the cell won't be counted.

As you can see in the image, all the counts will be based on the figure in blue. That is our current stock on hand. So the formula would make the first two amounts at 204 green, and the third red. However if this were the 28th, instead of the 27th, it would make the parts required on the 30 and 31 both green, and it won't count the parts on the 27th, as we are past that date.
