So I've been running a single player campaign, and the player has been grappling with a bit of self doubt and loathing. While not super supportive of the imperial structure, she was still raised on the immaculate order, and is now anathema. However, she has finally been galvanized to hate the dragonborn(and maybe received hints of sidereals) by seeing a vision of her previous incarnation's death at the hands of the uprising. She is currently sheltering in Lookshy, and wants to bring it all crashing down around their ears.

Problem is, she's a single nightcaste investigation supernal with some archery charms, with a few mortal allies(who don't even know her true nature). She has heard rumours of a lunar agent nearby, but I and the player don't really know where she should even start at trying to do this.
Any suggestions for hooks and ideas?
