Unable to Progress Side Stories?

I'm unsure how to fix this one, but I'm on my first playthrough and I accepted the sidequest to finally find a Biologist - but I've interrogated them and it didn't give me a biologist to train new ones with. I kept going anyway and haven't gotten any new opportunities and am still unable to train them, and I'm stuck with the "A Matter of Life For Death" quest
