MW3 2023 (COD HQ)

I bought the new cod hoping to play it with my brother i am well beyond minimum specs. Rocking a pretty good build overall and the game refuses to launch. i have watched countless videos on youtube for fixes and none of them work. Wtf am i supposed to do?

I have verified integrity of game files. It always rebuilds the same amount each time i try.

I have turned off firewalls, ran as administrator, etc etc and still nothing. Does anyone have any idea what the hell is wrong here. By comparison my brother has a much more middle of the road pc and can launch it just fine. Last year i tried downloading it through battle net and that worked perfectly fine. For some reason on steam it wont though.
