Last night at the Everett City Council meeting Mayor Cassie Franklin delayed presenting her new PLA. This comes on the heels of the mayor trying to shoddily dodge a PLA last November. The November PLA was led by Council members Mary Fosse, Paula Rhyne, and Liz Vogeli I believe. They worked with the SnoIsle Labor Council Secretary Treasurer Charlotte Murry and others to create this pro labor PLA that would require city to work with union labor on city projects of a certain size.
When the Fosse led PLA was presented in November, the Mayor attempted to derail it by introducing her own PLA with business carveouts in the agenda ahead of the PLA that the labor council and the city council had put forward. Many labor leaders including Tom Bosserman of SBWU came and spoke out against the Mayors transparent last minute avoidance tactic. Rather than dealing with the negative feedback the mayor chose to suspend both PLAs and host a "taskforce" that would address the issue. This task force presented a new PLA last night which raised the minimum project from 5mil to 7mil to let more projects through without requiring union labor. There was also some walk back about apprenticeship wording.
The Mayor demurred, saying her PLA was not yet ready. Still local labor leaders spoke out against it.
It rings of the Norton Avenue Playfield project similar attempts to kill the enthusiasm of the progressive side by indefinitely delaying.
I did not attend this meeting but heard a lot about it from local labor figures. We should support the block on the council trying to protect labor.
