They should add rides, restaurants of varying price points and tastes, scenic looks, boat tours, and a place for kids. Either way, they need to make this site so attractive people from all over will want to visit. That’s how you grow your city’s revenue.

You gotta think outside of the box. There are different types of boat tours or cruises you can offer. You gotta harness the environment to make it attractive. Chicago has cruises out on the lake and rivers. They also have a speedboat that goes out on the lake. With the winding turns of the river you could take a 20-30 min trip from downtown Evansville to Owensboro on a speed boat. Wisconsin also has duck boats. The problem is people don’t think Evansville has anything to offer when it clearly does.
