The fact that marijuana can only be sold at dispensaries and not the DRUG store is how you know drugs are part of the revenue plan. You should be allowed to walk into CVS, Walgreens, etc and purchase weed. The fact that you have to gain gov approval is an indicator the gov is legalizing it for monetary gain.
