I don’t understand how you can possibly manage institutions when you are always spending admin,diplo and mil points on either events,ideas and tech.I played as Muscovy and in quick time formed Russia and I had to admit I was looking good all the way until I got hammered with -50% tech penalty,so I spent all my points in trying to develop provinces to spread institutions only for me to fall behind on tech with the other countries and by the time I’ve embraced that one I’m hit with the another penalty not to mention I can’t go to war because if I do I would get destroyed simply because I’m too far behind on mil tech even with the higher manpower as Russia. It’s seriously frustrating because I’ve got everything else under control except for this. Any tips please?
