Idea: make diseases an actual mechanic of the game rather than random events

The era in which the game is set up is a period in history were diseases and epidemics were not only common but very devastating and impactful. There were many a times were wars had to be truced out cause of very lethal outbreaks. Some were huge and world wide like the black death which crippled the European continent a century before the starting date.

I think it would be a really interesting feature for the game to add an epidemic panel and overview, kinda like how religion overview looks like, which would show outbreaks and plagues in every province they spread.

Provinces with plague or outbrake could have the same effects as the current random effects work ( -% on local tax/trade/man power) but also penalise fort defensiveness, and add high attrition to passing armies.

In addition to give a sense of realism higher dev areas, being urban, could have a higher chance of an outbreak making development more riskfull.

There could also be doctors advisors added giving a buff to help you counter disease spreading, or its effects and help you recover quickly, and at the same time have plague doctors, like missionaries, assigned to the infected provinces.

And lastly there could either be an extra idea group or a perk in administration added to help you counter epidemics.

It isn't a political oriented feature but given its global implications, it would add more flavor to the game.
