When Tag-Switching To A Newly Created Vassal, What Do I Inherit from My Overlord?

Hello,
I'm playing a new ironman game where I want to play as a nation that does not exist in 1444. In order to do that I plan on playing as another nation in 1444, blob a tad bit, and then build tall until I release this vassal about 75 years later.
The following questions I'm asking because I can't seem to find answers via Google:
- Does the vassal get the ideas and tech level of their overlord or is it different? If not, I'd rather spend all that mp on development.
- As the overlord nation, I currently have 30% OE and it takes 160 admin to core the lands I conquered. The corruption costs 1 ducat a month. Is it worth coring the land if I'm going to get it as a vassal?
- The vassal I'm going to release would get 9/15 provinces. Is it possible to get more before going to war?
- Does the vassal get the same splendors as the overlord?
