Ming Mandate Math

I'm playing as Ternate and have reached the point where I'm trying to deal with Ming. I finally managed to get a land border with them in order to start tanking their mandate. My current development is 1103, so according to what the wiki says, I should be sapping the mandate by about 0.28/month, however when I check the mandate, Ming is only losing 0.03/month from non-tributaries.
Is the wiki wrong about the effect of non-tributary neighbors? Is there something I'm missing?
