I think it would be cool to be able to raise percentage chance of killing a monarch of another nation and then executing the attempt to kill them.
The drawback could be that it only works against a particular monarch, not the heir who ascends when he dies, and it costs more spy network strength each time to increase by a set percentage.
Could also be a buff to espionage ideas to have a modifer to the percentage (for example a 1% increase for using each instance of the "Plotting" action)
