English Civil War - Stuck between a rock and a hard place

I'm playing as England, it's 1669, and this really long event pops up onto my screen, and I had 2 options. Both of them made me take a -3 stability hit, and summoned a 59 stack rebel army in a random province in mainland England. At this point of the game, I've managed to completely assert my dominance as the largest trade & naval empire of the world, having >70% trade power in a large number of trade nodes around the world, from Chesapeake Bay to Malacca.

My armies are scattered throughout the world, fighting in colonial wars, protecting colonies, or taking chunks out of Indian/SEA superpowers. I only have like 10 transport ships, and I'm already really above my naval force limit. These Civil War rebels are sieging provinces, taking them down within months, while I'm scrambling to build transports and counter-sieging my sieged provinces with my emergency army of some 20,000 soldiers located in Scotland. Also, I'm willing to change my government type to get rid of them, but they won't let me accept any demands..

Basically, I'm stuck between a rock and a hard place, my income is taking a hit, some of my conquered provinces overseas have a high unrest rate, my manpower is too low to field an army in the British Isles, and this huge rebel stack will probably have finished sieging all of my British provinces by the time my overseas armies get there, even though I need them to keep rebels, Ming, Brunei, and Portugal in check.. Oh, and they won't let me accept their demands.
