EU4 Jerusalem troubles

So I started a game to get the āFrankfurt to the Andesā Achivement, and things have been going amazing so far actually, by 1494 Iāve managed to take, and fire up Jerusalem, but my main issue is that I canāt actually form it, it only gives me the option to release them, so would moving my capital to Jerusalem be possible to fix this ?
