ETH Trading questions regarding the new tax bill

Trump signed off on the new tax bill that is supposed to be implemented, I have a few questions I was unable to find online, if any of you could help me I would be very grateful.
Is there a flat tax for cryptocurrency exchanging? (20% from BTC-ETH, 20% from ETH-ETH, for example)
Does anybody know when it is supposed to be implemented into crypto exchanges?
Is this going to make a sizable impact on the profits obtained from day trading?
Thanks in advance for anybody who knows more about this.
