Lemon oil safety

I'm making a spell bag and want to include lemon oil in it but I'm unsure about the safety of it. I was planning on placing the oil on something absorbent which would then be put in a cheesecloth bag, so it wouldn't be touched directly but it would be touched indirectly & smelled. The bag would be carried with me so it would likely have at least some exposure to sunlight. Do I need to worry about the phototoxicity of the lemon oil or is it safe as long as the oil isn't in direct contact with my skin?
