Driving all pins high on ESP8266-01 prevents startup.

I designed a PCB that pairs a esp8266 with an arduino. the esp power is controlled by a transistor and i have ch_pd, rst gpio0 and gpio2 driven high with a 10k pullup.
however, when i apply power the chip won't start up. When i removed the pullup from gpio0 and gpio2, everything works fine.
anyone have any ideas why i can't have a pullup on those pins? I thought it was pulling them low that changed the board state.
