Rotary Encoder vs Rotary Switch

I have a project that will have one master controller box and an undetermined but finite number of slave/satellite nodes. The specs call for the operator to be able to select which satellite they are controlling with a rotary device.

My initial design has me using a Rotary Encoder to select the satellite. I've never coded for one of these and after reading about them I'm wondering if perhaps a simple rotary switch and an extra port expander to handle the extra i/o pins might be a better fit. I'm looking at using a KY-040 encoder.

Are the debounce / noise issues with this encoder really as severe as I'm reading about? Is there perhaps a better (but still affordable) encoder without these issues?
